President Joe Biden’s job approval rating hit a new low on the CIVIQS rolling job approval average, now lining up with his lowest approval ever, while he is underwater in 48 states, including the typically dark blue California and his home state of Delaware.
Biden is underwater in 48 states, including California, which overwhelmingly voted for him in 2020, and his home state of Delaware:
- Alabama: 23 percent approval, 67 percent disapproval
- Alaska: 30 percent approval, 61 percent disapproval
- Arizona: 30 percent approval, 60 percent disapproval
- Arkansas: 22 percent approval, 70 percent disapproval
- California: 41 percent approval, 46 percent disapproval
- Colorado: 36 percent approval, 51 percent disapproval
- Connecticut: 36 percent approval, 50 percent disapproval
- Delaware: 35 percent approval, 52 percent disapproval
- Florida: 32 percent approval, 57 percent disapproval
- Georgia: 29 percent approval, 58 percent disapproval
- Idaho: 23 percent approval, 71 percent disapproval
- Illinois: 41 percent approval, 49 percent disapproval
- Indiana: 25 percent approval, 66 percent disapproval
- Iowa: 30 percent approval, 59 percent disapproval

There are only two states where Biden’s approval is above water:
- Hawaii: 50 percent approval, 38 percent disapproval
- Vermont: 46 percent approval, 37 percent disapproval
The poll showed Biden’s job approval is back down to 33 percent, down from the 34 percent last month with the respondents. But, it ties his lowest-ever approval rating from Quinnipiac polling on June 8. The poll also showed that the president has 57 percent disapproval, while 11 percent have no opinion.
Overall, Biden has a net approval of negative 22.
Additionally, Biden is underwater with independent respondents — one of the blocs in the country that have become increasingly important to win elections over the years. Only 21 percent of independent respondents say they approve of Biden, while 66 percent disapprove, with 13 percent having no opinion.
Having been in office for over a year, Biden has received low approval ratings due to his handling of the supply chain crisis, record-high inflation, a baby formula shortage, and the botched Afghanistan withdrawal. His marquee legislative proposal, the $1.75 trillion Build Back Better Act (BBB), has been dead in the water for some time. The average gas price is also over $5.00 per gallon, and Monday hit a 16th consecutive record day high.
The CIVIQS rolling job approval average had 212,674 responses tracked between January 20 and June 12. The CIVIQS tracking model is meant to capture the shifts in attitude of various groups over time across all 50 states and Washington, DC. These changes can happen either over time or rapidly.
