Conservatives movement-wide worry that the donor class’s concerted effort to push House Ways and Means Committee chairman Rep. Paul Ryan (R-WI) into the House speakership—a post he’s almost certain to win now that he’s running—would ultimately lead to an amnesty push in 2017 alongside Sen. Marco Rubio (R-FL) if Rubio wins the White House.
They are warning now there would be no way to stop such a push since both would be able to woo enough Republicans in Congress into submission on the hot-button issue of immigration, and several say now that 2016 GOP frontrunner billionaire Donald Trump is the last line of defense against such an amnesty blitz.
“The House leadership thinks it’s gonna be Jeb or Rubio,” nationally syndicated radio host Rush Limbaugh said on his program on Thursday afternoon. “The dream: Jeb or Rubio in the White House; Ryan Speaker of the House. Then in the first 12 months of the Rubio or Jeb administration, first 12-to-18 months, the donor-class agenda is implemented, including amnesty and whatever else they want. That is the objective here. That’s what I think all this adds up to.”
Sources on Capitol Hill also tell Breitbart News that Ryan, as Speaker, would time the movement of amnesty legislation to ensure its passage. As a result, he would not bring it up while Obama is in the White House, but instead wait until 2017 — ideally with a “President Rubio” in the White House. They say a Ryan-Rubio tag-team would ensure the swift enactment of the donor class’ immigration agenda, and certain legislative-death for any bills supported by the 93 percent of GOP voters who want annual immigration to be leveled or slashed.
“With Rubio in the White House and a Ryan Speakership, there is no doubt that an open-borders amnesty bill will become law, harming America forever. Americans’ wages will decrease. Crime and unemployment will increase… illegal immigrants will be lured across our borders. In short, the American citizen will lose,” one senior GOP aide told Breitbart News.
“Speaker Ryan will usher through the most detrimental bill in modern America. He will enjoy working with [Democratic Rep.] Luis Gutierrez to craft it, and President Anyone-but-Trump will celebrate signing it into law,” said the aide.
“One word, four numbers: 2017,” another Hill source told Breitbart News. “If Ryan becomes speaker and Rubio President, that is the year both will pass legislation to open our borders and commit Americide. The only thing standing between the American people and an outright amnesty bill is Donald J. Trump.”
Ryan and Rubio’s “personal zeal for open borders would overshadow many other domestic priorities,” Conservative Review’s Daniel Horowitz told Breitbart News. “Democrats would push them into amnesty from Day One,” he said.
Complicating matters further is a promise Ryan made first in a closed-door House GOP conference meeting then in a subsequent meeting with the House Freedom Caucus—the meeting at which Ryan secured enough support for a likely-to-be-successful Speakership bid—that he wouldn’t bring up any amnesty bill while Barack Obama is still president.
That promise, first reported by the Washington Free Beacon, has since been confirmed by Breitbart News by multiple sources on all sides including by Ryan spokesman Brendan Buck. Buck, when asked the follow-up question of whether Ryan’s no amnesty bill promise doesn’t extend into the timeframe after Obama leaves office under a future administration, has not responded. His refusal to answer that question is telling, meaning Ryan is intentionally leaving the door open for what these conservatives fear as laid out here.
In contrast to Rubio, Trump has crafted his immigration position in consultation with populist conservative thought leader, Senator Jeff Sessions. The Alabama Senator has been one of the most tireless advocates in Washington for immigration reform that is in line with recommendations of Civil Rights icon and Democratic Congresswoman Barbara Jordan. In the mid-90s, Barbara Jordan–in calling for immigration curbs–argued that our federal immigration policy should serve the national interest and the interests of the American worker rather than special interest groups.
Ryan’s and Rubio’s political careers have been defined by their support for post-national, open-borders policies on immigration and trade.
Both have a long history of promoting these globalist policies: Ryan as a Capitol Hill staffer, and Rubio as Speaker of the Florida House of Representatives and later as United States Senator.
In 2013, Ryan worked hard behind closed-doors in the House of Representatives to push Rubio’s immigration expansion plan– which would have brought in 33 million new foreign nationals on green cards in the span of a single decade. Ryan’s plan was foiled in June 2014 when GOP primary voters ejected now former Majority Leader Eric Cantor.
As Breitbart News has previously reported, and Politico recently confirmed, Rubio has not backed away from a single policy outlined of the ‘Gang of Eight’ immigration plan.
To this day Rubio still calls the La Raza-backed bill “the toughest border security and enforcement measures in U.S. history.”
In the first 2016 primary debate, Rubio made a veiled reference to his plan to increase immigration. In that debate, Rubio insisted that the people who don’t get enough attention and “who never ge[t] talked about in these debates” are foreign citizens. This declaration echoes Ryan’s call in 2013 for lawmakers to put themselves in the shoes of foreign nationals residing outside the United States, and work to find solutions to improve the lives of these foreign citizens.
For years after his amnesty plan failed, Rubio refused to support any of his Republican colleagues’ immigration enforcement bills. However, he did introduce a bill that would triple visa awards to foreign workers, essentially allow an unlimited number of foreign college-graduates to get work-permits, and substantially increase immigration from terror-prone, Muslim nations without any corresponding enforcement measures. Rubio has also backed efforts to expand the resettlement of Muslim refugees inside the United States as well.
The ability of Ryan-Rubio to push an immigration expansion through the House will likely be aided by the fact that leaders of the House Freedom Caucus have a history of partnering with Ryan to push open borders.
For instance, Rep. Mick Mulvaney (R-SC) worked with Ryan throughout the summer of 2014 to push Rubio’s amnesty agenda through the House. Rep. Raul Labrador (R-ID), who has been vocal in his desire to increase visa dispensations, was a member of the House’s “Gang of Eight” effort to pass amnesty before public pressure forced him out of the group.
Collectively, these representatives received 360,000 votes in recent elections. Yet the impact of those votes is completely swamped out by the arrival of more than 1.2 million immigrants per year.
Today, the U.S. has a record-high foreign-born population of 42.4 million U.S. residents. The vast majority of foreign citizens residing in the United States did not sneak across a border or overstay a visa– although if they had, Rubio and Ryan would legalize them– rather, most of the foreign citizens residing the country have been invited in legally on U.S. visas as a matter of federal policy.
As a result of these autopilot green card and visas awards, the United States admits enough net immigrants each day to fill an overcrowded, metropolitan high school.
Every week, the U.S. imports enough immigrants to fill the Staples Center, where the Los Angeles Lakers play.
Every month, Americans have to resettle a number of immigrants that is nearly the size of the population of East Los Angeles.
Every year, Americans receive a population the size of Dallas.
Every three years, Americans add another entire city of Los Angeles made up of immigrants.
Yet the Ryan-Rubio vision for a “New America” would like to see these numbers expanded.
“A Ryan-Rubio immigration bill,” blogger Mickey Kaus told Breitbart, “would even more certainly have a massive increase in future legal immigration, which would drive down wages that are already stagnant… Basically [we’d get] the ‘Gang of 8’ bill, maybe the ‘Gang of 8’ bill on steroids. Ryan won’t mind because he believes in the free movement of people as a matter of principle. Most Americans don’t, though.”
A recent poll from KellyAnne Conway’s The Polling Company found that only four percent of the entire country believes that American workers should not get preference for jobs over those applying from foreign countries. Hispanics, by nearly a seven to one ratio, want employers to hire workers already in the country rather than importing foreign workers to fill jobs. Black voters support this measure by a ratio of almost 30 to 1.
Moreover, while 65 percent of conservative voters want to accept zero refugees, a Ryan-Rubio partnership block immigration-reduction bills, including Brian Babin’s bill to pause refugee resettlement. Nor would any other bills reducing the federal policy of adding one new Los Angeles city through immigration every three years. In other words, aides and activists argue, it’s not just the bills will be sidelined – but so too will arguments supported by GOP voters.
The Ryan-Rubio vision would also dissolve borders for the free movement of foreign goods regardless of the American people’s concerns about the impact so-called “free trade” deals have on their jobs and wages.
As Chairman of the House Ways and Means Committee, Ryan was instrumental to securing the passage of Obamatrade. As Politico recently reported, a Ryan speakership may prove critical to further cementing President Obama’s trade agenda– bringing about the passage of the Trans-Pacific Partnership (TPP). “Ryan speakership could boost TPP’s chances,” Politico writes. “Ryan’s potential run for speaker would put a strongly pro-trade lawmaker in the most powerful position in the House, where he could use his credibility with conservative lawmakers— who have often broken with retiring Speaker John Boehner — to increase the likelihood of approving the Trans-Pacific Partnership.”
Similarly, Rubio cast the 60th and deciding vote for Obamatrade in the Senate. In a May 2015 speech at the Counsel of Foreign Relations, before Rubio had even read the final bill, Rubio declared Obamatrade to be the “second pillar” of his three-pillar foreign policy strategy.
“It is more important than ever that Congress give the president [Barack Obama] trade promotion authority so that he can finalize the Trans-Pacific Partnership and the Trans-Atlantic Trade and Investment Partnership,” Rubio declared.
On Twitter, Kaus explained how the House Freedom members’ support of Paul Ryan exposes the vapidness of the so-called conservative movement. Kaus writes that conservative lawmakers’ support for Ryan reveals that they are “pushovers who care about publicity & procedural details rather than substance [such as immigration].”
House conservatives’ support for Ryan underscores that the great schism in the Republican Party is not a matter of policy or philosophical differences.
While the mainstream media continues to push the narrative that the GOP split is between Establishment Republicans and Tea Party Republicans, recent events make clear that the split is instead between the globalist wing of the party (which includes House Freedom members such as Labrador and Mulvaney) and the nationalist wing of the party.
As Pat Buchanan has explained, the Republican Party, “is in rebellion, in revolt.” And “those divisions,” he explains, “are about ideology, and about issues such as free-trade and amnesty for people here illegally.”
The spirit of revolt in the GOP, indeed, in both parties today, is not confined to the USA. It is roiling Europe. In Britain, France, Spain, Italy and Belgium, nationalism is tearing at the seams of nations. Secession from the EU appears to be an idea whose time is coming. Popular resistance to the dictates of Brussels and Angela Merkel’s Berlin, and to mass migration from the Middle East and Africa that threatens to swamp the smallest continent, are familiar to the Americans of 2015 as well.
Buchanan has repeatedly argued that the fight for national sovereignty– both through an immigration policy that defends the national interest and trade deals that prioritize needs of American workers– has become the defining issue of the 21st century.
Today, about nine out of every 10 new immigrants brought into the country on Green Cards is from Latin America, Africa, Asia, or the Middle East.
Scholars have documented how new immigrants– by substantial margins– favor big government policies. Democrat politicians, who twenty years ago were vocally opposed to large-scale immigration because of its devastating impact on American workers, now support the importation program because voters from failed political states like Somalia and El Salvador will be more receptive to the Democrats’ political platforms.
Meanwhile, Ryan-Rubio Republicans have enabled the Democrat’s voter importation strategy because big-business GOP donors want more low-wage workers to keep down the costs of labor. As Kaus has explained, even at a time when 94 million Americans are operating outside of the workforce, “both Ryan and Rubio are very sensitive to employer demands for more foreign workers.”
Conservative operatives warn that should a Ryan-Rubio leadership emerge, it will kill small-government conservatism. “With Ryan and Rubio at the helm, Democrats will be able to cement their permanent electoral majority and have Republicans pay for the rope to hang themselves,” Horowitz said.
Conservative icon Phyllis Schlafly has explained that if Republicans do not curb immigration, our current green card gusher will soon make it impossible for the GOP to ever again run nationally as a party of limited government.
As one Hill staffer told Breitbart News,”Rubio and Ryan would get back to work with their old friends Chuck Schumer and Luis Gutierrez to grant amnesty to the millions of illegals in this country. A Rubio-Ryan amnesty would be the end of the Republican Party.”
