UPDATE: Politico reports that the State Department’s Foreign Affairs Manual says that “a separation statement will be completed whenever an employee is terminating employment or is otherwise to be separated for a continuous period of 60 days or more.” They add that Psaki said that not signing the separation statement is “not a violation of any rule” and that she is unaware of any penalties for failing to sign a separation statement.
State Department Spokesperson Jen Psaki reported that there is no record of former Secretary of State Hillary Clinton signing a separation statement, and that she is “fairly certain” Clinton never signed one during Tuesday’s State Department Press Briefing.
“We have reviewed Secretary Clinton’s official personnel file and administrative files, and do not have any record of her signing the OF-109. In addition, after looking into their official personnel files, we did not locate any record of either of her immediate predecessors signing this form” she stated.
Psaki continued, “it’s not clear that this form is used as part of a standard part of checkout across the federal government or even at the State Department.”
She added, “I think we’re fairly certain she did not [sign the statement], we don’t have record of it.”
