Report: Obama Will Not Ask for Military Action or War Effort

MSNBC’s Rachel Maddow reported that President Obama will not ask for a war or military effort against ISIS during the network’s special coverage of the president’s remarks on Wednesday night. 

“We’re told the president will announce not a war effort but what he’ll call a comprehensive counterterrorism campaign against ISIS militants” she stated.
