CNN Legal Analyst Jeffrey Toobin questioned the constitutionality of President Barack Obama’s promised executive action on immigration. Toobin stated that Obama’s claim that he only acted when there was a problem and Congress will not act “not necessarily the way the Constitution set it up, he can only act when Article II of the Constitution says the president has the authority.”
He added that the president was on “treacherous legal grounds,” and that “once you start new initiatives, it gets a little more dicey, legally.”
