Rand Paul: I Want Syria Bill To Have 'Binding' Vote For President

Senator Rand Paul says that he intends to have an amendment on the resolution concerning military action in Syria that binds the President to the outcome. In other words, if the Syria resolution isn’t passed, the amendment would bind the President from being able to act independently of Congress — something the administration has claimed they have constitutional authority to do.
