Dangerous American Sex Offender Caught in Mexico

A man listed on listed as one of America’s most dangerous sex offenders was arrested in Mexico and turned over to U.S. Customs and Border Protection (CBP) officers in Arizona.

Richard Max Rudolph, 63, was listed on the U.S. Marshall’s “America’s Most Wanted” list after apparently fleeing to Mexico upon being released from prison in 2005. He had been convicted of aggravated oral sexual battery on a child, according to the wanted poster. Rudolph was arrested by Mexican authorities and turned over to CBP officers on October 14 at the Dennis DeConcini Port of Entry in Nogales, Arizona.

Rudolph has an outstanding warrant from St. Charles Parish, Louisiana, the U.S. Marshall’s Service stated. He has been listed on the most wanted list since December 2015 and was classified as a “Tier 3” sex offender. The Tier 3 designation is the highest level and denotes a dangerous threat to the public. It is reserved for violent sex offenders considered most likely to re-offend. It is applied after a person has been previously convicted as a Tier 2 offender and subsequently been convicted of a sexual offense against a minor under the age of 13, according to the Department of Justice.

Records obtained from the U.S. Marshall’s Service by Breitbart Texas revealed Rudolph has a criminal history in multiple states and is reported to be a gang member. No specific gang affiliation was noted in the report. He was considered to have had ties to Mexico and was reported to have moved to Mexico City in 2008, according to the St. Charles Parish Sheriff’s Office.

CBP officials confirmed the outstanding warrant from St. Charles Parish and took Rudolph into custody. Officers turned the wanted sex offender over to the Santa Cruz Sheriff’s Department in Arizona pending extradition to Louisiana.
