DONNA, Texas—More arrests continue to plague a Texas border school district. A police commander and a school principal getting arrested on separate charges are two of the most recent scandals to hit this Texas border school that has become synonymous with collusion, conspiracy, and corruption.
Commander Francisco “Frank” Limon, the second highest ranking police officer at Donna Independent School District (ISD) has been charged with disorderly conduct following his arrest over the weekend after a fight at a soccer game in McAllen, records from the municipal court revealed. The district has since suspended Limon.
Limon’s arrest comes less than three weeks after Pedro Salinas, the assistant principal at Donna North High School ended up behind bars after allegedly getting caught stealing two perfumes at a JC Penney store in the border city of Weslaco, The Monitor reported.
As Breitbart Texas previously reported, Donna ISD is a school district with 15,000 students in one of the nation’s poorest areas. However, the faction that currently controls the school board has been busy handing out lucrative contracts and raises to its political allies and targeting its rivals.
The board fired its previous law firm and instead hired Robert J. Salinas, a convicted felon who spent time in a federal prison for money laundering, Breitbart Texas reported. The felonious attorney currently charges a $300,000 retainer and bills the district $250 per hour for work.
In May, Salinas charged the district more than $33,000 in services alone, an invoice obtained by Breitbart Texas revealed.
Suspiciously, the two individuals who have tried to stop the antics of the school board superintendent, Jesus Rene Reyna and board member Ernest Lugo, have also been the target of retaliation. Earlier this month a grand jury cleared both Reyna and Lugo on a series of charges that had been trumped up by Donna ISD Police Chief Roy Padilla.
Padilla, who was hired by the faction that controls the board, is the brother of Jose Padilla a former commander with the Hidalgo County Sheriff’s Office who is now in prison for having taken money from a Mexican drug lord.
Padilla’s son Daniel, a school district employee, was also arrested earlier this year when sheriff’s deputies found drugs in his vehicle.
The board of this small Texas border school also spent taxpayer’s money to send the board members to go see Hillary Clinton speak at a conference in Las Vegas, as reported by Breitbart Texas one of the school board members even got married during the trip.
