HOUSTON, Texas — A Houston-based school district police officer is facing two counts of “official oppression” for pulling over a female driver and then asking to sniff and lick her feet.
Authorities believe the officer, 26-year-old Patrick Quinn, has done the same thing to other motorists too, according to the Boston Globe.
This particular incident reportedly happened in August when Quinn pulled over a woman because her insurance expired. The officer told the woman he needed to search her car because he smelled marijuana in it. While the woman waited in his patrol car, Quinn searched her vehicle and then told her that he found a marijuana grinder — she allegedly claimed to have no knowledge of the alleged drug paraphernalia.
Quinn told the female motorist that he would not arrest her if she let him smell and lick her feet; the Globe reported that Quinn claimed to have a “foot fetish.”
Before the woman could oblige, Quinn allegedly told the woman he would not have to smell her feet if she let him smell her underwear instead.
Assistant District Attorney Daniel Werlinger told MyFoxHouston, “He gives her another option. Since she is wearing a skirt, if she would give her panties in exchange for her release.” The woman offered up her underwear.
According to investigators, the officer then “changed his mind” and released the woman without smelling her feet or taking her panties.
Quinn is currently out of jail after posting $2,000 bond. He no longer works for the Cypress-Fairbanks school district.
