Cultural Demise and Responsibility

In response to Driver Sues Teen She Struck and Killed with Vehicle:

Of course Sharlene Simon should be traumatized. She killed a teenager while driving over the speed limit and by the accident description not paying attention to the road. 

She’s suing the county for not maintaining the road. How does the county control her driving or lack of proper driving? Too much of society today has become one of excuses not responsibility. It’s a tragic cultural demise in large part due to mediocrity becoming more the norm and a lowered bar of expectations.
